Call for applications

Instructions for using online services

The Arts Promotion Centre Finland requires that applicants familiarise themselves with the call for applications before filling in the application.

Intended recipients

Project grants are intended for professional artists or working groups formed by them. Private persons carrying on trade (private traders) may also apply.

The Arts Promotion Centre Finland recommends that applications be submitted for only one artform. You can select the artform when filling in the application. If you are applying for a project grant for the light and sound design of a theatre production, you should select “Theatre” as the artform. Multidisciplinary art refers to professional artistic activities that combine different artforms in new and unusual ways – not established artforms, such as musical theatre.

Purpose

Project grants are intended for individual projects in different fields of the arts to be realised in 2019-2020. Projects must begin, however, in the year that the grant is awarded.

Project grants may be used to cover, for example:

  • material costs
  • production costs
  • working costs

Please note that project grants for theatre may also be awarded as project grants for drama literature, for which separate funds are allocated. Project grants for drama literature are intended to support high-quality Finnish drama literature and the continuity of artistic work by playwrights. These grants are awarded on the basis of new working plans, so your application should include a new working plan for the year ahead. The working plan should clarify whether the applicant is working on his/her own time or as part of an employment relationship. Previously written or performed plays should be listed in the CV. If you like, you may include with your application a copy of one play that you have written. If a commissioning agreement or letter of intent has been made concerning the new play, information about this should be attached to the application.

Project grants are also available for covering the costs of producing photographic art books. The purpose of quality support for photographic art is to promote the publication of books in which photography is used as an individual form of art and communication. Quality support is not intended for the publication of exhibition catalogues or books in which photographs are used only as a visual element. The application should include an example of the book or part of it, or if applying electronically, a copy/sample of the book (max 4MB) in pdf format (see “What to include with your application” for more details).

Project grants for literature are not awarded for non-fiction.

Arts councils do not award grants amounting to less than 1500 euros.

Decision-making criteria

This support is based on an overall assessment of applications. The arts councils review all applications. When evaluating applications, attention is paid to the following aspects. These criteria represent general guidelines.

Quality and impact of the project:

  • How clear and strong is the artistic idea on which the project is based?
  • How notable is the applicant in his/her field of the arts?
  • Does the working plan adequately describe the applicant’s artistic approach?
  • Is the project plan credible, are its objectives (artistically) interesting, and can they be achieved in the proposed way?
  • Does the project have local, regional, national or international significance?
  • Does the project encourage a broader understanding art or promote debate about art?
  • What kinds of new ideas and operating models does the project offer to the artform/artists/audiences?
  • Does the project have significance in terms of developing the artform?

Financing the project

  • Is the project plan, including its budget, realistic and feasible?
  • Is the grant that has been applied for essential for carrying out the project?
  • Does the project involve cooperation partners?
  • Is the amount of the grant that has been applied for suitable in terms of the scope and theme of the project?
  • What share (%) does the grant represent of the total budget for the project?
  • Does the project already have confirmed financing? If not, how realistic are the other sources of income (risk management)?

In addition, regional and linguistic factors are also taken into account when evaluating applications, as well as the amount of funding that has been allocated. Attention is also be paid to equality including gender equality.

If the applicant is a working group

  • The application should be made by the contact person for the working group. The names of the other members of the working group should be included in the application.
  • The contact person should include with the application a short description of the artistic activities of each member of the working group.
  • Each member of the working group is responsible for how the grant funds are spent and for providing clarification. The contact person for the working group is responsible for submitting the clarification by the deadline.

Additional terms and conditions

  • The Arts Promotion Centre Finland does not award multiple state grants for the same purpose.
  • Grants awarded by other parties are taken into consideration when awarding grants.
  • Grant recipients must use the grant during the year in which it was awarded or no later than during the following year. New grants shall not be awarded if previously awarded grants for same purpose have not been used.
  • Grant recipients must submit written clarification of how the grant was used after the end of the grant period.
  • Grants are awarded on condition that Parliament allocates the required appropriations in its annual State budget.

Grant recipients may not transfer personal grant funds or those of a working group to the account of a company or community.

Grant recipients must take out pension and accident insurance if they use the grant money to work for at least 4 months in a row. The insurance obligation also applies to those working on a grant within a working group. The insurance must be applied for within three months of the start of the grant period. What to include with your application

  • Mandatory: CV of the artist or combined CV for the members of a working group (pdf|doc|docx format for electronic applications).
  • In addition, you may also include two more attachments that are relevant to your application. The file names should describe the content. The maximum file size for each attachment is 4Mb.

Attachments may not be sent by e-mail. Applications and attachments will not be returned.

Visual arts applicants should also include 1 to 5 images of their works in pdf format (maximum file size 4Mb), including details about the name, technique, size and date of each work. Files containing videos or other moving images may not be sent as attachments. Instead, we recommend that artists include a link to their own websites on their applications.

Applications for quality support for photographic art books should include an example of the book or part of it, or if applying electronically, a copy/sample of the book (max 4MB) in pdf format. Examples of books should be sent separately to the Arts Promotion Centre Finland, P.O. Box 1001, 00530 HELSINKI. Write “Quality Support for Photographic Art” on the envelope. Appendices and attachments must be submitted by 30 November 2018. Examples of books will not be returned, but they can be picked up from the Arts Promotion Centre Finland after the grant decision has been made.

Grounds for not awarding a grant

  • If the application arrives after the application deadline. Applications must be received by the Arts Promotion Centre Finland by 4:00pm on the last day of the application period.
  • If the application is incomplete (if the required information has not been delivered to the Arts Promotion Centre Finland following a request for such information)
  • If the applicant has not submitted written clarification of previously awarded grants before the given deadline.

This subsidy is subject to the Act (657/2012) and statute (727/2012) on Taiteen edistämiskeskus (only in Finnish); Discretionary Government Transfers (688/2001); Administrative Procedure Act (434/2003). The Arts Promotion Centre Finland monitors the use of grants and is entitled if necessary to review the finances and activities of the recipient. Submitting applications by post

Applications may also be submitted by printing out the application form, filling it in and sending it by post to the Arts Promotion Centre Finland. Applications must be received by the Arts Promotion Centre Finland by 4:00pm on the last day of the application period.

Applications should be submitted either electronically or on paper (not both).

Notification of decision

Decisions for awarding project grants are made by the national arts councils. All applicants shall receive written notification of the decision.
