Subsidy for acquiring literature

Publishers may propose works for inclusion in the procurement subsidy list from which libraries order books. Free form proposals should be delivered to the National Council for Literature by 15 January.

The National Council for Literature compiles the procurement subsidy list from books with a small distribution published in the previous year. In addition to fiction and non-fiction, the list includes books in simple Finnish, audio books, large print books, sign language recordings and Sami literature.

The National Council for Literature shall draft its procurement subsidy list for the Ministry of Education and Culture in February-March. When drafting the list, the National Council for Literature shall also consider works that have been supplied to the council or its members, even if they are not included in the publisher's proposal.

The purpose of these subsidies is to improve the availability quality literature of small distribution. The Ministry of Education and Culture allocates procurement subsidies totalling 835,000 euros every year.

The National Council for Literature selects books according to the following criteria:

  • Works of fiction of high artistic merit
  • Literary studies, memoirs and essays
  • Only books that are known or assumed to have small distribution

The procurement subsidy list may include:

  • Finnish prose and poetry
  • Finnish-Swedish literature
  • Sami literature
  • Translated prose
  • Books for children and young persons
  • Plays, aphorisms and biographies
  • Essays and literary studies
  • Comics
  • Audio books
  • Large print books
  • Books in simple Finnish

Non-fiction works are selected for the procurement subsidy list by the Committee for Public Information in Finland.
