Grants for artists

Artist grants

Artist grants are intended to support the work of professional artists in different fields of the arts. The grants are awarded for a period of between six months and five years.

Regional grants

Regional grants are intended for professional artists in the region and/or working groups formed by them. Private persons carrying on trade (private traders) may also apply project grant.

Library grants for writers and translators

Library grants are intended for creative work of writers and translators.

Public Display Grants

Public display grants are intended for professional artists in the fields of the visual arts, photography, illustrations and comics, media art and design whose works may be displayed publicly. These grants are available to artists who reside or have resided permanently in Finland.

Grants for promoting cultural diversity

These grants are intended to strengthen the working conditions of artists with immigrant backgrounds and those who belong to cultural minorities, as well as to promote cultural diversity and intercultural dialogue and to combat racism through art.

Project Grants

Project grants are intended to support the implementation of individual projects by professional artists and art journalists in different fields of the arts.

Grants for mobility

Taike’s grants for mobility have been combined within project grants. Grants for internationalisation and trips abroad can be applied for twice a year: in spring during the call for applications for regional grants (15.02.2022 – 15.03.2022) and in autumn during the call for applications for project grants.

Subsidies for Promoting Accessibility, Participation and Wellbeing

Call for applications

Application period:

01.10.2021 - 02.11.2021
The deadline for submitting applications is 16:00 on the last day of the application period.

Applications should be submitted online during the application period.

Applicants are required to familiarise themselves with the call for applications before filling in the application.

Intended recipients

These subsidies are intended for communities such as associations, cooperatives and companies. Organisations run by municipalities and foundations may also apply. However, unregistered communities and private persons carrying on trade are not eligible for these subsidies.

Impact goals

These subsidies shall support

  • the accessibility and wellbeing effects of art and culture
  • participation and inclusion in art and culture

Who decides

Applications and the operations of applicants are evaluated by Taike’s experts. Decisions are taken by the Director of Taike based on proposals by special advisors.

Purpose and amount

These subsidies are intended:

a) to support the artistic and cultural activities of national disability associations and communities

b) to support the projects of actors in the fields of art and culture that promote 

  • accessibility to art and culture
  • the wellbeing effects of art and culture
  • participation and inclusion in art and culture.

 It is considered an advantage if the project employs professional artists, if it creates new kinds of operating models, or if it is based on collaboration between communities. The aim should be to establish the activities as permanent operating models.

Subsidies are not awarded for

  • investments
  • equipment procurements 
  • improvements to the accessibility of buildings
  • recreational activities (e.g. outings, festivities).

These subsidies may be granted either as operational subsidies or as special subsidies. Operational subsidies are granted to cover a community’s basic operating costs or a specific area of operations. Special subsidies are granted to support individual projects to be implemented during 2022.

The minimum amount of operational subsidies is 20 000 euros. Smaller amounts are awarded as a special subsidy for a project or projects. The minimum amount of special subsidies is 5000 euros. Subsidies are discretionary and are awarded for one year at a time and each year individually on condition that Parliament allocates the required appropriations in its annual State budget.

These subsidies may be awarded if considered necessary taking into consideration the applicant’s other state support, as well as an evaluation of the applicant’s operations or project. These subsidies may cover only a portion of the total funding of operations and not all expenses. Operational subsidies awarded by the Arts Promotion Centre Finland may cover a maximum of 80% of the total amount of approved costs. In addition, the amount of the subsidy combined with other state support may not exceed the total amount of approved costs (100%). If a project funded by a special subsidy generates a profit, the recipient may be asked to return the subsidy in full or in part.

Decision-making criteria

The awarding of subsidies is based on an evaluation, comparison and overall assessment of applications. When evaluating applications, the following criteria and questions are used, not all of which need to be fulfilled. There is no weighting in the decision-making criteria. The regional distribution and language of applicants are taken into consideration, as is the amount of available funding. Equality and fair treatment are also taken into account.

Evaluation criteria for operational subsidies

Ambition and quality of operations

  • Are the community’s operations ambitious, high quality and interesting?
  • What is the community’s strategy and vision or operating planning for the coming years?
  • How noteworthy is the community in its field?
  • How are gender equality, fairness and occupational wellbeing implemented?
  • How are the principles of sustainable development implemented in operations?
  • Does the community pay wages and fees in accordance with fair remuneration practices?

Scope and impact of operations

  • What is the scope of operations regionally, nationally and/or internationally?
  • What kind of networks does the community have?
  • What kind of social impact does the community’s operations have?
  • How do the community’s operations encourage an understanding of or discussion about art?
  • How is accessibility ensured?
  • Are the applicant and possible cooperation partners committed to long-term work that promotes the accessibility of art and culture, as well as inclusion?
  • What are the key figures for operations (e.g. events, courses, workshops, performances, audience numbers, publishing activities, etc.)?
  • What is the number of staff (person years)?
  • Are the community’s staff members professionals?

Financial sustainability and feasibility

  • How have the community’s finances been managed in previous years?
  • How realistic and balanced is the budget for the forthcoming year?
  • Is the amount of the subsidy that has been applied for realistic and necessary in relation to the scope and financial situation of operations?
  • What share (%) of actual approved costs were covered by the previous year’s subsidy?
  • What was the community’s self-financing proportion for the previous financial period?

Evaluation criteria for special subsidies

Quality of the project

  • Is the project plan of high quality and are its objectives interesting?
  • What kinds of ideas and operating models does the project offer?
  • How noteworthy is the community implementing the project in its field?
  • Are the community’s staff members or project implementers professionals?
  • What is the quality of the project’s cultural content?
  • How realistic is the project in terms of its implementation objectives?
  • Does the community pay appropriate wages and fees?

Impact of the project

  • What is the impact of the project regionally, nationally or internationally?
  • What is the social impact of the project?
  • How does the project encourage an understanding of or discussion about art/culture?
  • What kinds of cooperation partners does the project have?
  • What expertise does the project have in terms of the wellbeing effects of art?
  • How is accessibility ensured? What expertise does the applicant and possible cooperation partner/s have in terms of accessibility?

Project finances

  • How have the community’s finances been managed in previous years?
  • How realistic is the project’s budget?
  • Is the amount of the subsidy that has been applied for in relation to the scope of the project?
  • What is the need for the subsidy in relation to the community’s financial situation?
  • What other funding does the project have?

What does sustainable development refer to on the call for applications?  What do non-discrimination and equality refer to on the call for applications?

Additional terms and conditions

  • The Arts Promotion Centre Finland does not award multiple subsidies for the same purpose.
  • Subsidies awarded by other parties are taken into consideration when awarding subsidies.
  • Operational subsidies can be awarded to communities that have been operating as a registered community for at least three years and that carry out regular year-round operations.
  • The activities of the community which receives operational subsidy may not be based on profit-seeking.
  • Subsidies for communities supported in previous years may be increased or decreased according to the community’s activities, comparisons to the applications submitted by other communities, or the amount of funding that has been allocated.
  • The subsidy must be used during the year in which it was awarded. New subsidies shall not be awarded if previously awarded subsidies for the same purpose have not been used.
  • The recipient of the subsidy must submit written clarification and a financial statement of how the subsidy was used.
  • The Arts Promotion Centre Finland requires that communities comply with the Act on Equality between Women and Men (609/1986) and the Non-discrimination Act (1325/2014), as well as other legislative obligations for employers.
  • Subsidies are awarded on condition that Parliament allocates the required appropriations in its annual State budget.

What to include with your application

  • Mandatory: The community’s audited financial statements (signed) for the previous financial period (annual report, long income statement and balance sheet) and operating plan and budget for the forthcoming year.
  • In addition, you may also include up to two attachments that are relevant to your application. The file names should describe the content. The maximum file size for each attachment is 4 MB.

Attachments may not be sent by e-mail.

Grounds for not awarding a subsidy

  • If the application arrives after the application deadline. Applications must be received by the Arts Promotion Centre Finland by 4:00pm on the last day of the application period.
  • If the application is incomplete (if the required information has not been delivered to the Arts Promotion Centre Finland following a request for such information).
  • If the applicant has not submitted written clarification of previously awarded subsidies before the given deadline.

This subsidy is subject to the Act (657/2012) and statute (727/2012) on Taiteen edistämiskeskus (only in Finnish); Discretionary Government Transfers (688/2001); Administrative Procedure Act (434/2003). The Arts Promotion Centre Finland monitors the use of subsidies and is entitled if necessary to review the finances and activities of the recipient.

Guidelines for applicants

Notification of decision

All applicants will be notified of the decision in writing by the end of February 2022. Applicants will be informed by e-mail when the decision can be accessed from our online services. If you do not receive the e-mail to your inbox, remember to check also your junk mail folder. Applicants are responsible for checking their e-mail messages on the address supplied in the application.
