This paper presents an on-going research project on music policy in Finland. The main goals of the project are to evaluate Finnish music policy and to create methodological tools for the analysis of cultural policies in general.

In March 1994 CIRCLE (Cultural Information & Research Centres Liaison in Europe) Network organised an European Round Table on the Distribution of Roles and Changing Nature of Relations between Governments and Independent or Quasi-Independent Arts Councils or Foundations.
