“Percent for Art” principle

The purpose of the “Percent for Art” principle is that at least one percent of construction costs is used for art.

Broad support for the “Percent for Art” principle

All 23 of the largest municipalities in Finland apply the “Percent for Art” principle, although the degree and extent of their commitment varies. According to the latest survey of Finnish municipalities, 79 have decided in principle to apply the “Percent for Art” principle.

The “Percent for Art” principle applies to all forms of construction, from house construction and environmental construction and from new construction to renovations. The art procurements can be separate works of art or various art elements integrated into structures. The principle has expanded to also apply to regional development models, in which art procurements and their allocations are stipulated in planning ordinances.
